Can't create a Freehand Template

I want to create a new default template. I've followed the Help instructions. Trouble is that although I choose 'Freehand Template' from the pop-up menu it only appears to save it as an ordinary Freehand Document. When I open the Macromedia/FreeHand/11/English/Settings folder, I can see all the earlier templates with their distinctive double layer symbol - but all new ones are ordinary Freehand Documents and consequently not visible in Preferences.
Am I doing something stupid?

I have Freehand MX 2004. Version 11.0.2 Build 92
I have a Dual 1.8GHz PowerPC G5 Mac Running OSX 10.4.9
